Seoul's Winter Bowls: What to Eat When It's Below Zero

A fish-cake skewer at a street cart, a set meal, a bowl of noodles, ox-bone soup. The ladder Seoul climbs when the temperature drops.

Seoul eats winter on a ladder. It starts with a fish-cake skewer at a street cart, climbs through a set meal and a bowl of noodles, and ends at ox-bone soup. How far up you go is decided by the thermometer.

The short version
  • A light warm-up: a fish-cake skewer and a cup of hot broth from a street stall. In winter, convenience stores also steam buns and dumplings.

The verdict: nothing here is a trick. It's the same ladder Koreans climb all winter, from a skewer to a set meal to noodles to bone broth.

What is the fish-cake and janchi guksu pairing?

The Korea Tourism Organization's 2025 winter list names fish cake (eomuk, 어묵) and janchi guksu (잔치국수) as a pair. Eomuk is a skewer in one hand and a cup of hot broth in the other. Janchi guksu is the bowl version: noodles in an anchovy and sweet-kelp stock, topped with sliced egg, zucchini and laver flakes.

Is Imun Seolnongtang worth the walk in winter?

The MICHELIN Guide describes it as the first restaurant officially registered in Seoul. Beef leg bone goes into a large cast-iron pot for about 17 hours, the fat is skimmed, and what's left is a clean, milky broth. It's mild. It's a soup meant to settle the stomach, and that is the whole case for it in cold weather. It's at 38-13 Ujeongguk-ro, Jongno-gu (종로구 우정국로 38-13), about a three-minute walk from Jonggak Station (종각역) Exit 3. Listed hours are 08:00–21:00 Monday to Saturday and 08:00–20:00 on Sunday, with a break for prep from 15:00 to 16:30. A standard bowl is listed at about ₩15,000, so check the menu when you go. It is in the MICHELIN Guide's 2026 Korea selection.

Where do you find winter street food in one walk?

The Korea Tourism Organization points to three: the food street at Myeong-dong Station (명동역) Exit 6, the pedestrian street 145 metres from Hongdae Station (홍대입구역) Exit 9, and the Noryangjin (노량진) cup-bap street, 314 metres from Exit 3. Chestnuts and sweet potatoes, once street staples, now also turn up in convenience stores and subway stations.

My own pick is Byeollae-ok Seolnongtang (별내옥설농탕) in Jangchung-dong, between Dongguk Univ. Station and Dongdaemun History & Culture Park Station. It's open nearly around the clock, so you can get a hot bowl of seolleongtang whenever you turn up. It has been in Jangchung-dong for a long time and plenty of local residents go there. My office is in Jangchung-dong, and I go often.
